NCOME TAX<\/p>\n
The 4.75 per cent rate of Universal Social Charge (USC) will fall by 0.25 percentage points to 4.5 per cent (on incomes between \u20ac19,874 and \u20ac70,004)<\/p>\n
The point people hit the higher, 40 per cent rate of income tax will rise by \u20ac750 from \u20ac34,550 to \u20ac35,300 in the case of a single worker.<\/p>\n
This means the top marginal rate on incomes up to \u20ac70,000 will be reduced to 48.5 per cent.<\/p>\n
Minimum wage will increase to \u20ac9.80 and the second USC rate band will increase to \u20ac19,874 to keep these workers outside the top rates.<\/p>\n
The level for the higher rate of employer\u2019s PRSI will be increased by \u20ac10 from \u20ac376 to \u20ac386.<\/p>\n
The home carer tax credit is increasing by \u20ac300 to \u20ac1,500.<\/p>\n
For self-employed workers the earned income tax credit will be increase by \u20ac200 to \u20ac1,350.<\/p>\n

OTHER TAX<\/p>\n
Special 9 per cent VAT rate for the tourism and hospitality sector to be abolished, increasing to 13.5 per cent. This will raise \u20ac466 million. There will be \u20ac35 million in targeted support the tourism sector.<\/p>\n
Excise on cigarettes to increase by 50 cent with a pro-rata increase on other tobacco. This will bring the price of 20 cigarettes to \u20ac12.70.<\/p>\n
Tax-free threshold for inheritances between parents and their children increased by \u20ac10,000 from \u20ac310,000 to \u20ac320,000<\/p>\n
Retaining 9 per cent VAT for newspapers and sporting facilities and reduce VAT for electronic publications from 23 per cent to 9 per cent.<\/p>\n
Betting tax to increase from 1 per cent to 2 per cent. This will generate an additional \u20ac40 million.<\/p>\n
No increases in excise on alcohol.<\/p>\n
Film corporation tax credit extended to 2024.<\/p>\n
WELFARE<\/p>\n
All weekly social welfare payments (jobseeker\u2019s, pensioner\u2019s, carer\u2019s) will increase by \u20ac5 from next year, with the Christmas bonus restored to a double payment for the first time since the crash.<\/p>\n
PRSI for self employed to be expanded.<\/p>\n
Two weeks\u2019 paid parental leave to every parent of a child under one year from November 2019, to increase to seven weeks over a number of years.<\/p>\n
Qualified Child Payment paid to parents on social welfare will increase by \u20ac2.20 per week (under 12s) and by \u20ac5.20 per week (over 12s).<\/p>\n
A \u20ac25 increase in back-to-school clothing and footwear allowance rates.<\/p>\n
Increase earnings disregard for lone parents in receipt of the one-parent family payment by \u20ac20 a week.<\/p>\n
CHILDCARE<\/p>\n
Funding for early learning and childcare up \u20ac90 million.<\/p>\n
The threshold to access the Affordable Childcare Scheme will be increased. To access the maximum subsidies families can earn up to \u20ac26,000 net (up from \u20ac22,700). The maximum income threshold for the scheme will go from \u20ac47,500 to \u20ac60,000.<\/p>\n
EDUCATION<\/p>\n
A 6.7 per cent increase in funding to the Department of Education will allow for 1,300 additional posts in schools in 2019.<\/p>\n
The standard capitation rate per pupil will increase by 5 per cent.<\/p>\n
An additional 950 special needs assistants to be recruited in 2019<\/p>\n
Additional \u20ac196 million for capital investment in education.<\/p>\n
An additional \u20ac300 million for third-level education up to 2024.<\/p>\n
More than 15,000 new places in higher education and further education sector.<\/p>\n
HEALTH<\/p>\n

Allocation for housing programme increased by \u20ac470 million or 26 per cent (when combined with local authority funding)<\/p>\n

ENVIRONMENT<\/p>\n

He announced a \u20ac1.5bn \u2019rainy day\u2019 fund to increase the State\u2019s resilience to larger economic shocks. Initial funding from Ireland Strategic Investment Fund with an annual contribution of \u20ac500 million from the exchequer<\/p>\n
No change to corporation tax rate<\/p>\n
