Fines for non-display of \u2018L\u2019 and \u2018N\u2019 plates to double to \u20ac120<br \/>\nThree new Fixed Charge Offences will be introduced in new year<br \/>\nTackling speeding\u00a0the theme of Road Safety Authority Annual Conference<\/h3>\n<p>&nbsp;<\/p>\n<p style=\"font-weight: 400;\"><strong>26 October 2022<\/strong>: Minister of State at the Department of Transport, Ms. Hildegarde Naughton announced that the\u00a0<a href=\"https:\/\/www.rsa.ie\/docs\/default-source\/road-safety\/rsa_penalty-points-v664.pdf?sfvrsn=6b6488b2_5\">fines relating to 16 road safety offences<\/a>\u00a0will double on 27 October, 2022. Minister Naughton made the announcement at the Road Safety Authority\u2019s Annual Conference in Croke Park today. The theme of the conference is\u00a0<strong><em>Tackling Speeding \u2013 Risk Factors and Interventions<\/em><\/strong>.<\/p>\n<p style=\"font-weight: 400;\">From the 27 October some of the\u00a0<a href=\"https:\/\/www.rsa.ie\/docs\/default-source\/road-safety\/rsa_penalty-points-v664.pdf?sfvrsn=6b6488b2_5\">fines<\/a>\u00a0that are doubling include speeding (from \u20ac80 to \u20ac160), mobile phone use (\u20ac60 to \u20ac120), non-wearing of seatbelts (\u20ac60 to \u20ac120), and failing to ensure that a child is properly restrained (\u20ac60 to \u20ac120).<\/p>\n<p style=\"font-weight: 400;\">Certain fines relating to safety offences committed by learner and novice drivers, are also increasing. The fine for a learner permit holder driving a vehicle unaccompanied by a qualified person will increase from \u20ac80 to \u20ac160. The fine for novice and learner drivers not displaying \u2018L\u2019 or \u2018N\u2019 plates, or tabards in the case of motorcyclists, will double to \u20ac120.<\/p>\n<p style=\"font-weight: 400;\">Minister Naughton also announced\u00a0that three new Fixed Charge Notices will come into force in the new year. These relate to the misuse of a disabled parking permit. Illegally parking in an electric charging bay and breaching a HGV ban and entering a specified public road without a valid permit.*<\/p>\n<p style=\"font-weight: 400;\">Around 250 delegates will hear from a range of national and international experts on the topic of speeding at the RSA\u2019s Annual Conference today. <strong>Rod King<\/strong> MBE, founder and Campaign Director of \u201820s plenty \u2013 Love 30\u2019 will speak on the benefits of 30km\/h speed limits.\u00a0Rod has played an instrumental role in empowering local communities in the UK to campaign for default 30km\/h limits on urban streets. <strong>Guro Ranes<\/strong>, Director of Road Traffic Safety,\u00a0Norwegian Public Roads Administration will also guide attendees through Norway\u2019s approach in tackling speeding with a particular focus on graduated speeding penalties.<\/p>\n<h4><\/h4>\n<p>Speaking at the RSA\u2019s Annual Conference, Minister of State at the Department of Transport, <strong>Ms. Hildegarde Naughton<\/strong>\u00a0said: \u201cAs of today there have been 122 people killed on the road, an increase of 11 on this day last year, and compared to 2019. In response to the increase in road deaths this year, this summer I announced that I was bringing forward the implementation of Action 30 in the Road Safety Strategy to review the penalties for serious road traffic offences and said that I intended to increase the fines for those offences that significantly contribute to road deaths.<\/p>\n<p>Last week I signed the necessary regulations, which will double the fixed charge penalty for a total of 16 high-risk driving offences including speeding, use of a mobile phone while driving, failure to wear a seatbelt or use an appropriate child restraint, and unaccompanied learner driving. This increase will come into effect after midnight tonight.\u00a0These fines have not increased since they were introduced, in some cases almost 20 years ago. Increasing fines for road offences will act as a stronger deterrent to those who choose to break our lifesaving rules of the road.\u201d<\/p>\n<p>Minister Naughton added, \u201cIreland\u2019s current Road Safety Strategy outlines Safe Speeds as one of the main priority intervention areas. I\u2019m delighted to see an emphasis, in today\u2019s annual conference, on 30km\/h speed limits. Setting more 30km\/h speed limits on our streets is essential if we are to make our cities, towns and villages safe for communities, but it also has a role to play in tackling climate change and encouraging modal shift to more sustainable transport options.\u201d<\/p>\n<p><strong>Ms Liz O\u2019Donnell<\/strong>, Chairperson of the Road Safety Authority\u00a0said: \u201cSpeed continues to be a contributory factor to fatal collisions in Ireland. Analysis of Irish Coronial data shows that one quarter of driver fatalities with a record of their actions available were exceeding a safe speed. Recent survey research conducted by the RSA** found that a third of drivers admitted to exceeding 50km\/h speed limits by more than 10km\/h \u2018at least sometimes\u2019. The same research found that just under a third of drivers reported exceeding 100km\/h speed limits by more than 10km\/h \u2018at least sometimes\u2019.\u00a0This behaviour is concerning and that is why I want to\u00a0commend the Minister\u2019s decision to double the fines for drivers who break lifesaving rules of the road. It is timely as we head into a high-risk Bank Holiday and should help put us on the path to reduce deaths and serious injuries by 50% by the end of the decade.\u201d<\/p>\n<p>While the fine for 16 road traffic offences will increase to either \u20ac120 or \u20ac160 on the 27 October, it should be noted that if a driver fails to pay the fine within a 28 day period it increases to \u20ac180 or \u20ac240. Fail to pay after a further 28 day period and the fine increases to \u20ac240 or \u20ac320. In addition to the fines it is worth remembering that the choice to speed, use a mobile phone while driving or not properly restrain a child could lead to you losing your licence \u2013 if you are detected speeding you will receive 3 penalty points on your licence, if you get 12 penalty points in three years you will be disqualified for 6 months. A lower threshold of 7 points applies for learner and novice drivers.<\/p>\n<p style=\"font-weight: 400;\">Road Safety Authority\u2019s Annual Conference\u00a0<strong><em>Tackling Speeding \u2013 Risk Factors and Interventions<\/em><\/strong>\u00a0will hear from\u00a0experts at home including the RSA, Transport Infrastructure Ireland, the HSE and Ireland\u2019s Love 30 Campaign.<\/p>\n<p style=\"font-weight: 400;\">International experts will also make presentations including Rod King MBE. Rod has played an instrumental role in empowering local communities in the UK to implement 30km\/h speed zones. Dr Judy Fleiter, Global Manager with the Global Road Safety Partnership will discuss the motivations for speed choices on the road. Guro Ranes, Director of Road Traffic Safety, Norwegian Public Roads Administration who discuss Norway\u2019s approach in tackling speeding with a particular focus on graduated speeding.<\/p>\n<p style=\"font-weight: 400;\">The World Health Organisation has estimated that a 5% reduction in average speed could result in a 30% reduction in fatal collisions, and therefore reducing motorists\u2019 speed is essential to improving safety on our roads.<\/p>\n<p style=\"font-weight: 400;\">As of 26 October 2022 there have been 123 people killed on Irish roads this is an increase of 12 fatalities compared to the same date last year.<\/p>\n<h4><strong>Notes<\/strong><\/h4>\n<p>*Three new Fixed Charge Notices will be introduced in new year. These relate to the following offences:<\/p>\n<p>The misuse of a disabled parking permit. This offence will incur a fixed charge penalty of \u20ac200.<br \/>\nParking in an electric charging bay for anything other than the intended purpose of charging a vehicle battery. This offence will incur a fixed charge penalty of \u20ac80.<br \/>\nThe offence of breaching a HGV ban and entering a specified public road without a valid permit will incur a fixed charge penalty of \u20ac200.<\/p>\n<p>** RSA Driver Attitudes and Behaviours Survey 2021<br \/>\nRSA Survey of &#8216;Attitudes to Increasing Penalties for Road Traffic Offences\u2019, 2021<\/p>\n<p>An RSA commissioned survey conducted in 2021 found that the majority of motorists support increasing the penalties for non-wearing of seat belts, speeding and mobile phone use while driving:<\/p>\n<p>66% of motorists support increasing the current penalty for driving without wearing a seat belt; and 67% support increasing the penalty for driving with passengers not wearing a seat belt. Over 50% of motorists support doubling the current penalty for drivers not wearing a seat belt, and for driving with passengers not wearing a seat belt.<br \/>\n61% of motorists support increasing the current penalty for speeding, and 47% support doubling the current penalty.<br \/>\n70% of motorists support increasing the current penalty for using a mobile phone while driving, and 57% of motorists support doubling the current penalty.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-39068 size-full\" src=\"https:\/\/russianireland.com\/wp-content\/uploads\/2018\/06\/b960ceb7176d1dc423e1c5a12e6d8a73_XL-e1559058459159.jpg\" alt=\"\" width=\"600\" height=\"406\" srcset=\"https:\/\/russianireland.com\/wp-content\/uploads\/2018\/06\/b960ceb7176d1dc423e1c5a12e6d8a73_XL-e1559058459159.jpg 600w, https:\/\/russianireland.com\/wp-content\/uploads\/2018\/06\/b960ceb7176d1dc423e1c5a12e6d8a73_XL-e1559058459159-300x203.jpg 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/p>\n<h4><strong>Ireland\u2019s Road Safety Strategy<\/strong><\/h4>\n<p>Ireland\u2019s fifth government Road Safety Strategy 2021-2030 aims to reduce the number of deaths and serious injuries on Irish roads by 50% over the next 10 years. This means reducing deaths on Ireland\u2019s roads annually from 144 to 72 or lower and reducing serious injuries from 1,259 to 630 or lower by 2030.\u00a0 The strategy is the first step in achieving the 2020 Programme for Government commitment of bringing Ireland to \u2018Vision Zero\u2019. This is to eliminate all road deaths and serious injuries on Irish roads by the year 2050.<\/p>\n<p>For the 2021\u20132030 strategy, seven \u2018Safe System\u2019 priority intervention areas have been identified, and our aim for each of these is provided below:<\/p>\n<p>1.\u00a0\u00a0\u00a0\u00a0Safe roads and roadsides<br \/>\nTo improve the protective quality of our roads and infrastructure.<\/p>\n<p>2.\u00a0\u00a0\u00a0\u00a0Safe speeds<br \/>\nTo reduce speeds to safe, appropriate levels for the roads being used, and the road users using them.<\/p>\n<p>3.\u00a0\u00a0\u00a0\u00a0Safe vehicles<br \/>\nTo enhance the safety features and roadworthiness of vehicles on our roads.<\/p>\n<p>4.\u00a0\u00a0\u00a0\u00a0Safe road use<br \/>\nTo improve road user standards and behaviours in line with traffic legislation, supported by enforcement.<\/p>\n<p>5.\u00a0\u00a0\u00a0\u00a0Post-crash response<br \/>\nTo improve the treatment and rehabilitation of collision casualties.<\/p>\n<p>6.\u00a0\u00a0\u00a0\u00a0Safe and healthy modes of travel<br \/>\nTo promote and protect road users engaging in public or active transport.<\/p>\n<p>7.\u00a0\u00a0\u00a0\u00a0Safe work-related road use<br \/>\nTo improve safety management of work-related journeys.<\/p>\n<p>Road Safety Authority,\u00a0Moy Valley Business Park,<br \/>\nPrimrose Hill, Dublin Road, Ballina, Co.
